ASP Project - Reliable coder need

I am looking for a ASP developer with proven experience and good rating to work on a ASP project for us. It is database application that we are looking to develop which will allow our users to Create records for thier productions. The initial form will have a max. of 30 fields. The users should be able to create new records, save them for later use by filling in the form. Once the inital form is completed the user is needed to upload a set of files for each record the files uploaded will be stored on the server and displayed when the record is viewed. Once the form data and the uploaded file section is completed the user should be given an ioppertnity to submit the record to be approved by administrators. The administrators should not be hard coded into the code but the application admin should be able to make anyone administrator/approver from the admin section. Once approved all the records should be searchable by all the users without being able to update or delete them. My Profile - Page to display user's setting ie. Username, password, firstname, lastname, department, email, usertype etc. The user should be able to modify certain fields on this page My Forms - Page which allows the users to see all the forms that they have created and also show them the status of the form. i.e. when starting the form which has not been submitted the status is "Draft" which is updated to "Submitted for Approval" when it has been sent to the administrators. Once approved or rejected the status of the form will be updated to the reflect that. Create New - The user should be allowed to create new records and the completed records to be submitted to the administraors Search - Allow users to search for all the forms that are approved within the application Admin - Allows designated users to alter settings from the applciation. i.e. create new users, search all forms, view pending approvals forms, manage dropdowns ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
