Webcam site to be build

*LOWEST BIDDERS WILL BE GIVEN PRIORITY* Hi there everyone, i want someone who could build me a video webcam site with the same functions/features as the sample links attached in the required features file. Don't quote me prices that are out of my budget range. Please only bid if you are able to do the features/functions i have attached here. Take a look at it and get back to me. I need this project done and up and running asap, so I'm look for someone who can get this done in the least time possible. And for milestones, i will release them after each successfully completed stages, as shown below: 1st stage - 10% (after it's completed) 2nd stage - 10% (after it's completed) 3rd stage - 30% (after it's completed) 4rd stage - 50% (after it's completed) Design should be different and not look exactly the same. And most important is that site and everything must load up [login to view URL] must be responsive.
