Adwords API from XML feed

Hi, I the Marketing Manager for a number of Car and Finance company's. I'm looking for a developer to build an API which connects my stock into adwords and generate the ads on the run. How I envisage it would work Xml feed with all our stock feeds into it, each stock item has unique stock numbers and vehicle details. Each stock number creates a unique adgroup Each stock number/ adgroup generates it’s own keywords based on pre-determined rules Each adgroup is then run under a campaign setup previously with bid/placement rules It’s also important each adgroup is manageable and has the ability to be manipulated as required, such as change the bid rules, keywords and ad copy.
