Write Yii based web application framework

I need to build a Yii based web application framework. Below are the features for the first release. Baseline framework (what tools to use to write, build and install) Eclipse dev environment git repository sbt build scripts Use less (optional) postgresql database (optional to write code to be database agnostic - Active Record) application deployment script - windows and linux - using sbt (or similar) web page template engine Basic functionality Users and security (need DB schema and web pages - use template engine for all pages) Users Groups Roles (uniquely defined by Group) Permissions RolePermissions A huge table with each permission on a row and each role as a column (preferably jQuery) UserPermissions select a user then display permissions on rows and user in column Security per user or role has access method assert security method use code injection to restrict function or class security in PHP Web user interface specifics login page welcome page two master page layouts (templates) dashboard (used for summaries and KPIs) Other pages (used for forms, tables, data display, and regular html pages) User management screen Permissions screen (see security) Create one web page for each of the following: Parent/Child screen example List screen example Popup screens example Popup dialog with return value example Message boxes example AJAX page interactions (wizard with previous / next buttons and last page has submit) example All pages / fields to be translatable by code (calling translate function or service that looks up translations in database) Application to be able to serve and switch pages between LTR and RTL translations All code above to include test harnesses (use TDD). Code must be properly commented by developer(s). Project has phase 2 with business specific requirements to be announced after completion of the above.
