Amazon Mechanical Turk Tax Rate Collector

I want to use Amazon's Mechanical Turk to collect the sales tax rates for cities and counties across the United States. I believe tax rates are published on the web for most locales, so it should be fairly easy for people to collect this information. I am somewhat familiar with the Mechanical Turk, having signed up and done a little work there, but not with the details of how to create the web page/program that collects the data together. I need a design, and implementation for this. There are about 7000 data points in this collection. What I want in the end is to look up the state, county and city tax rates using one of the approximately 30,000 zip codes in the US. So one aspect of this project is to reduce the number of questions below 30,000 using various means (for example, some states apparently don't have any cities or counties collecting sales tax, so that's potentially easier than asking 500 questions for that state.) Some of the questions to be answered are whether the user can select the city and county to input data for (filtering the locations that have already been collected) in case they happen to know their local rate. I would also like to have an estimate as to how much it would actually cost on Mechanical Turk to actually collect this information. Can you collect the easy data for 2c per, and then up it to 10c per for the hard stuff at the end? How can you collect the data twice from different users, and compare the results to increase the accuracy of the data collected? I don't know how difficult this is, part of this project would be for me to learn how the Mechanical Turk works better. So I'm looking for a programmer that doesn't mind educating me as to how it all works. I can provide a sample spreadsheet. It's very simple, columns with: ZipCode, City, County, State, City Sales Tax Rate, County Sales Tax Rate, State Sales Tax Rate. I can provide the state sales tax rates, not that it's a big deal.
