Hi, I am American, from Minnesota. From what you have described, I think this would take me about three hours at $25/hour. I actually written a custom version of FCKeditor for another project, 'opennotes' which you can take a look at on my portfolio page here. For the FTP file browser, i would use the jQuery file tree plugin ([login to view URL]) which has worked really well for me in the past.
