Leaflet Distribution Site and Software

I am looking for a leaflet distribution system that can be integrated into a wordpress / woocommerce website. There would need to be a login for two types of customer one for advertisers and one for promoters. The Promoters would be able to register and have an area where they can request more advertisers material they can request all or click what advertisers material is available in their area. Advertisers will be able to choose what areas they would like to promote their promotional material on tick boxes This will then link through to the admin area and will add leaflets to a delivery area where the admin can mark down how many leaflets have been distributed at each promoters location. Advertisers will be able to make an order online choosing what areas they would like and to choose to ship their advertising material to us or have it printed using ourselves via our dropshippers. Advertisers will be able to see how many leaflets have been distributed from each of their orders in their account area and where they have been distributed to. Admin area will require admin to be able to generate a list for an area of which will show up each promoter and each promoter will show an address and also will list advertisers for that venue with the name of the advertiser with a number box where the number of leaflets left can be submitted along with the very bottom of the promoter a place where you can take a photo and upload so the advertiser can view proof. I am also open to an app for the admin who can create a job lost for the day with promoters which will show requests from those promoters and also allow the admin to fill out the form for each promoter and include a photo which can all be uploaded when the admin has an internet connection.
