Build an Online Store for Gift Card Store

Hello. I want an E-commerce website which uses for selling licenses such as gift card codes(iTunes, Google Play, Microsoft, Xbox live, etc.). I want this site, totally secured as these gift cards are so much valuable. this website is based on the Persian language, as I know many of yours don't know Persian, i just need you to have a translation XML(or any other kind) which i can fill this and change the website language to Persian. As you know it should be RTL. also I need codes to deliver them via SMS. I have a website panel for this and also I will give the API. for the payment part, it needs to connect to local banks and make a purchase, so I will give the API for this part too. finally, as I said the most important part of this project is the security part, also graphical design is appreciated.
