Part of big Aviation system

Please we need to build very big airlines resource management system but we need to build it by different way... We already have the database of the system and need to start from the last part of the system to the the first part... So we will expect that we have already data in this database and build the last part... The manager or the admin on each folder should receive that pilot A has synchronized and get the new files and download or open ( Some reports to inform the admin this ) The second part is " Voyage report " : This report for each flight and 60% from this report will filled in from the database direct and the pilot can confirm this or edit and after that submit the report by the right data about the flight as ( actual arrival/departure times , names of the crew , origin and destination .... etc ) We need a very good developer for a long time relationship as the project has more modules and this requirement to choose the one who will continue to the end by good quality and good money :D Please keep in your mind that this design will work also from tablets ( as pilots will has tablets not laptops ) Also please please read carefully and keep also the synchronize of online and offline databases ...
