API Service Similar to Stripe

I need to create a Service similar to Stripe, but for a totally different purpose. I need to create and API with when triggered, will query a database and bring results back, also depending on the API Call, it could trigger some actions. In this phase I only need the API's created and working for public use, so the website should create API keys and secrets for every registered user. Also, I need the Website up and running using Rails and Twitter Bootstrap. More info upon request. Bidders should have experience building API's, Rails and Twitter bootstrap.
