2. will not give the right kind of feedback on how to manage the things they are monitoring, nor enable those relying on them to intervene appropriately.

4. monitor the "means" and not the "ends"; e.g. "billing accuracy".
5. are actually data, not information for decision making - "risk rating".
6. are complex indices; e.g. "% of business targets met".
7. encourage the wrong behaviour; e.g. "sales representatives revenue ranking".
8. are overly aggregated; e.g. "accounts receivables turnover".
