SourceMod Plugin (start/stop/get score) Counter-Strike

If you know how to code plugin's for Counter-Strike carry on reading, otherwise please don't auto post ! thanks I have website platform for Counter-Strike Global Offensive, I have my own servers. My web developer already developed a function that when players get ready in lobby servers are automatically started. What I need is that when players get on the game server, server should check player's steam_id, when all the players are on the server start the game, start recording match demo, get the score when game is finished and stop recording demo, pass the score to our website or store it somewhere, and also upload the .dem (recorded demo) to my FTP and pass the link to website. I need this finished very quickly. This is all I need.
