PHP/Database Site upgrade

I have a job seach website that needs additions to it. Right now it's using php to get job listings from 3 rss feeds. I need a navigation so listings are displayed on multiple pages. I also want to upgrade the site as follows: To have a complete independent database holding data brought from different sources (as many rss feeds as you could find), with some automatically updating cron jobs. Then in the fronted, I am planning to implement a search engine, with lots of options. (Similar to [login to view URL]) Also, what I had in mind was to clean up the site and make it W3C standards compliant (HTML and CSS validation). The original coding is messy. I will PM the website to any serious bidders. I need this done quickly.
