Log site visitor details and behavior, show content depending on visitor country, cookie - 3

This is about site [login to view URL] which is under development hence the ugly colors and broken links. This will be your task: Check if visitor has a cookie. If no, create cookie and create linked record in table VISITORS, and create linked record in table VISITOR_SESSIONS. If yes, create record in table V_SESSIONS linked to older existing record in table VISITORS. To be clear: each visitor should have one unique cookie and one unique record in table VISITORS, and one or more records in table V_SESSIONS. Show country depending content based on stored country in SESSIONS table. In what country content should be shown is defined in a table named CONTENT, displaying it is a matter of editing one php function dedicated to the content filtering. At start of visitor's session, regardless on what page he lands, show pop-up window to visitor with our policy and cookie consent acceptance. (PCCA). If choice = no, send visitor to other website, if choice = yes, send visitor to requested page, with content filtered depending on country (will be explained later). If content on landing page is not allowed for the visitor's country then send visitor to alternative page. Per session store details in table V_SESSIONS: session start date/time, session end date/time, PCCA accepted (Y or N), ip, country, ISP, os, browser, system clock, system language, screen resolution, website adaptive mode. If visitor's ip changes during a session, then create a new session record. Fetch country and ISP from the existing ip to country database on the server. For now, there are only two country groups for filtering content: France, and rest of the world, but you should make things so that it will be easy for me to add more country groups in the future. When it is not possible to store a cookie in visitor's browser or cookie is immediately deleted, use his ip address as reference. You'll need to write some clever script for this. If no values are found for fetched data, then submit XXX in the tables. Site specific paramaters are, and will be added in a config file. Everything has to be portable, meaning I can duplicate everything to another website with only having to edit the config file.
