Hello, I have read your project description and this is a good fit for my skills as a WordPress plugin developer. I would create this as a minimal plugin which simply loads the chat application (Javascript) and displays any controls needed to initiate the chat as described in the project brief. The plugin will also be responsible for the scheduled email notifications. The frontend chat application will use the WordPress REST API for user information (online/offline status and search for users to chat with) and will use the firebase realtime database and cloud messaging as the chat backend. The chat application would leverage local storage in the browser to cache user requests and chat sessions, preventing load on the WP REST API for user requests which should be minimal anyway. I would use React and Redux for the chat application as they're technologies I'm proficient with, have wide browser support and are fast.
