Bitrix24 Customization

- I need someone to help me set up the Business Process within Bitrix24 that will automatically assign the 'Responsible Person' of each existing and new, incoming lead based on the Label in the Facebook conversation (on my Facebook Page's Inbox) with that same lead. This label is present in Facebook Messenger, but not in Bitrix24 at the moment. *I need to be able to assign which Label within Facebook conversation (on my Facebook Page's Inbox) should be routed to which Employee as the Responsible Person within Bitrix24 - Also, if there is no label in Facebook conversation (that matches the label that I have assigned to an Employee within Bitrix24) I want it to then assign the Responsible Person within Bitrix24 to be the Employee that has sent 'x' characters worth of messages to that lead (either in Facebook conversation, or on Open Channel Messenger) * I need to be able to set this number of characters myself - If neither of the 2 above conditions apply (there is no label in the Facebook Conversation and nobody has messaged them the minimum number of characters I've set) then I need the Responsible Person in Bitrix24 to be automatically set to the person (Employee) that I choose. * I need to be able to set this, preferably by drop down menu - I need this to run a check for the above 3 conditions on existing records every 10 minutes - I need to be able to see a list of all leads and easily (via drop down menu on this page with all leads) manually re-assign the Responsible Person for any lead). When I do this, I need it to ignore all of these rules above and leave the Responsible Person to be whomever I've manually assigned it to be.
