Build a Website Need to make a Do it yourself website for House plans/maps -- 2

We are looking out to get a website which help people to make a house plan/maps. The idea is to let the people go to the website and create a map and a rough plan for their dream house. User should be able to insert the walls, rooms etc. Also some objects like doors, windows, gates, bed, wardrobe, toilet seat, bath tub and basic stuff. Everything should be easy to use smooth and should come up with measurements and most importantly Drag and Drop. We are giving priority to experienced freelancers only for this job. Platform selection is upto the freelancer. The site should be clean, quick and responsive , have options for saving plans to the user account, print plans made by user and should be SEO friendly.
