AliPay integration in PHP for China-to-China transactions

I need a bilingual developer (potentially in China) that can assist me with creating an AliPay integration in PHP. You must speak both English and Chinese fluently, and be able to read Chinese and write in English. I am a skilled PHP developer, but I am unable to find good documentation in English for China-to-China transactions. It is also difficult for me to navigate the AliPay website without knowing Chinese. The ideal workflow that I envision would be for you to develop simple HTML/JS/PHP/MySQL integrations for Alipay, and then I will in turn integrate them into my existing site. We need to be able to accept AliPay payments, as well as send money to AliPay users dynamically. My client is located in China, and has already set up an AliPay account. I am located in Hawaii. Price is negotiable, but turnaround needs to be fast.
