Add Layer link on Video and image.

Hello to all I would like to know if you can realiazzare this system: Video. I have a back of my website in php and html. here I have the mp4 video. I would like to be able to put the "layers" on time over the video with a hyperlink. Example: [login to view URL] Image. Same concept, able to put a link at a given point of the picture. such as Facebook tags in images. Click on the image and active tags. the tags are links to external pages [login to view URL] The images and videos are not on my server.
