WSH wordpress site template revision

We need to have a template designed for wordpress. This is an informational site. No ecommerce or special programming needed. We have a template already picked out and PSDs that contain all the redesign requirements. The site has been installed and the plugins required are installed as well. There will also be a mobile plugin that needs to be reskinned with the colors that are in the PSDs. Requirements: - no one from India - must speak English fluently - must be familiar with the latest install of Wordpress - must have worked on customizing plugins for wordpress
