Web Based Lead Distribution System

I am looking for someone to build a small web based Lead Distribution System. It should be really light weight and hack proof. Should be really cool in design way, should look very professional Hosting will be on godaddy. Outline 1) 2 step ajax jquery web form with picture upload feature on landing page (Landing page is already done) 2) Admin side should be designed very professionally with all the control features i.e Add Clients, make client groups assinging clients to pertocular client group, leads to clients & emails to client for notification of new lead 3) As lead comes in it will go to a specific group (which we will filter from landing page from) 3) Creating Admin User with 2 access levels (Full/Basic) 4) Client Portal where they will be able to track leads which were being sent to them via email and they can download them as Csv.
