Web based gif resizing program

**Freelancers who do not give specific information on how they will build this app and website in their bid will be ignored.** **Cut and paste bids with no detail on the specific project will be looked upon unfavourably.** We're looking for a freelancer who can build a web application to resize animated gifs to meet maximum pixel width and file size criteria. The app should be built so that the user can either choose from a list of preset choices or build a custom file size. The app will also need to have options such as allowing the user to choose whether frame rate or image quality is more important, the ability to greyscale images, and so on. The website application may also be expanded to a desktop program at a future date. If we are happy with the application provided, we will likely hire you again at this stage so please keep this in mind. We will provide mockups of how we want the website to look. We will require a full report on how the site and app were created, with full user documentation. Full ownership of all code, the website and the documentation will transfer to us upon completion of the project.
