Drupal PhpTemplate from design

I have several designs that need to be turned into Phptemplate. All designs have full graphics, CSS, HTML -- i.e. completely realized mockup. You will have to turn them into a PHPTemplate based Drupal theme. The Drupal version is 4.73 or whatever is the latest. Whatever your bid is undestand that we will escrow 1/3rd at a time and realease it on the following milestones [login to view URL] shell complete showing the placment of the blocks, content,header ect. -- i.e. a wireframe. 2. The above with the CSS applied 3. The above with the graphics applied and tweaking as per our notes. We really want to find one or two template designers that we can give a project per week. So whenever you start you must be finished in a week. We'll provde details to any bidder who knows what PHPtemplate is and has worked with it in the past and think they can do this. Also we wanted to present a reasonable budget range (the 30-100 range is obviously too low) but don't assume we are not looking for a good price. In fact the viability of the projects depend on these being in the lower third of the range posted.
