Twitter handle monitor / automated check out / Twitter link sniper program

The I am looking for someone who can develop a program that has the ability to monitor a specified twitter handle. This program will be used to pull a hashtag from tweeted content and send a Direct message containing a pre determined group of words in approximately 1.4 seconds . I also need a program that is able to AUTOMATE the checkout process for specific retailers that tweet a random link to their product. This program will have to monitor the retailers twitter account and when they send the link to product I need the program to be able to submit buyer info and checkout. To be specific , certain retailers send a CAPCHA tweet containing the specific word to be contained in a direct message along with a first name , last name and shoe size. I need this program to be able to handle a few hundred name/shoe sizes and s PER twitter handle being monitored. please note the program will have to bypass a capcha to copy the #word that is hidden. This has been done by many developers , but I am looking for someone who is willing to stay in contact and update the program if the retailers change their method of releasing these Twitter RSVPs If you need any more information or an example of the program I am trying to emulate .
