Make an IRC Bouncer Script with PHP

Here's what I need done: I have a Linux web server running Apache 2.2.25 and PHP 5.3.27. The server also has PHP PEAR capabilities so I installed Net_SmartIRC on the server. I'm trying to get an IRC bouncer running on this server (on the backend) where I could simply use an IRC client to connect to my web server which relays the same connection to the IRC server. The script should run even when I'm not connected through my client and should have some similar settings to a typical BNC such as ZNC (IRC commands, settings, .etc). You have the option to either use the SmartIRC package installed or use a different PHP script or even write your own. Anybody experienced in PHP or PHP Pear with web servers could probably complete this project in less than a day.
