rental property site modification php/mysql

Client has a property site, that needs, some new features added the site is using a modified version of acme agent, you can view the software we are using here [login to view URL] We need to modify this script to have multiple users, Paid and unpaid listings, users, and paid-users. All listings need a "display" field so the "super user" can turn them off and on. The paid listings should have a date field added "display through" I would like to modify the current format as paid listings, but i would like to let people add their own FREE unpaid listings with a the displaying the following categories.. Business Name Category, {duplex, apartment, etc...} phone number Address city state zip Bedrooms {needs to be a range 1-4, if they category is "commercial" bedrooms aren't displayed} Monthly Price{needs to be a range $400-$800} users could create an unpaid account with: email address: password: after they create an account users could login and ad, update, delete up to 5 listings per account listings must have different addresses. users could retrieve password via email addresses. All unpaid listings will need to be approved by "super user" which would be the current admin, the "super user" would be notified via email when a user submits a listing. listings will be tied into the current format they will retain the current functionality, with the paid listings, paid listings will always be first. The "super user" could ad, update, delete, users and listings. the categories would be super user, paid user, unpaid user. paid listings, unpaid listings A paid user could have 5 paid and unpaid. An unpaid user could have up to 5 unpaid listings. The current search form would also need to populate from the zip codes in database, it's just a textfield now. The new features will need to adapt to our current design. The code will need to be commented out for future developers. We will provide, ftp and mysql information, the site should be developed in a way where we can use the data on multiple sites, with little or no changes.
