293048 Joomla - nBill integration

Need a a professional, colorful Joomla 1.5 template for a daycare cener. Plenty of modules, perhaps a 3 column layout along. Would like to include icons from [login to view URL] The main task, however, is to allow parents to pay tuition online. Open to suggestions, but I think using nBill is the way to go. Therefore, I need a skilled PHP programmer with mySQL experience who is familiar with nBill's API. Plan is to offer online tuition payment with the following requirements: Option for partial payments and multiple payments, including bi-weekly and monthly payments. 1. Late fees to automatically generate effective 6:01pm Monday (requires backend scripting using nBill API) a. $25 due the 1st day b. Additional $10 day each day thereafter 2. Allow for year-end reports to be generated by user (handled by nBill) 3. Send automatic payment reminders by email on Friday and Monday.
