Splash Page - complete

Hi I require a splash page to be developed for me.? Very simple page just containing a few details about my business and some basic graphics. I will also require advice on what is the best (cheapest) place to host this page.? I could organise a domain name. My requirement is for the splash page to be designed, coded, and uploaded to the hosting site and fully visible to end user. I will give 10 out of 10 feedback for a job well done and seen through to completion. Best wishes Martin
