Smilies Generator(s) [static/Dynamic/Animated]

Hello every one, I need a coder who can make the following requests with a high performance & powerfull functionality the project consists of two portions, there are: 1- coding a smilies generator (static smilies) 2- coding a smilies generator (animated smilies) all descriptions can bet taken from the following sites: the static: <[login to view URL]> th animated: <[login to view URL]> Note: 1- all details found in the first lick must be founf in the project coded (the two portions the static & the animated), the second link is for demonstration only. 2- all created images must be in a temporary folder in the scripts directory & if the user checks a 'save checkbox' the image copied to another folder & still there forever, while all images in temporary folder deleted after a period of time determined by a variable in the script's configuration file. 3- all created image links must not be static (direct link like [[login to view URL]][1]) but must be dynamic links such as (<[login to view URL]),> where 123434234 is the time that the image was created (or any random numbers/alphabet.) & the exact name of the image doesn't appeare in the link (also the extension). _**4- THE MOST IMPORTANT NOTE IN THIS PROJECT THAT ALL THE PROJECT INCLUDES THE TWO PORTIONS (SCRIPTS) MUST SUPPORT ARABIC sO USERS CAN TYPE ANY ARABIC WORDS ON SMILIES & ALL APPEARWELL ALSO ALL FONTS PROVIDED MUST SUPPORT ARABIC. **_ ***the full description in the attached file*** ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
