Display page content depending on visitors IP and email

Please READ this project fully before posting a bid. I want a webpage on my site to display date information (day, month, year, time). The first time a visitor comes to the page, the date information should be 3 days in the future. There must be some tracking code on the page to recognize the visitors IP. If the visitor comes back to the page the next day, the page needs to recognize the visitor and now the date should be only 2 days in the future (the same date the visitor originally could see). Every time the visitor comes to the page the date remains the same and eventually if the day has passed, the page should say "sorry, this event has finished". Then 2 days after the date has passed, the date will reset again if the same visitor comes back to the page and it will again show a date 3 days in the future. What my page is doing is showing a date for an automated webinar that the visitor will think is a live event. So when the visit the page they can see I am running a webinar on Saturday. Every day running up to Saturday, the visitor sees the same date. On Sunday they see a message that the webinar is finished. On Tuesday if they come back to the page they see a message saying there is a new webinar being held in 3 days time. This code or script has to work the same for every visitor. If I visited the page for the first time on Wednesday I will see a date for a webinar on Friday. If you visited the page for the first time on Thursday, you would see a webinar date for Saturday. The times will always be fixed. Only the dates need to change. For example every webinar will be on at 0900 and 1900 every day. Also, the dates information needs to be able to be passed in a form submit. Thank you
