Design and build of Wordpress blog

I need someone to design and build a Wordpress site for an environmental blog called "Sustainable Speak." The blog will discuss environmental issues in a way that is easy for people to understand. Its aim is to improve public awareness of environmental issues. I already have a desired wireframe in mind for the Home Page and Blog Post pages (see attachments). I am looking for someone to do the following: - Select a suitable Wordpress theme that can accommodate the proposed wireframes (the theme must be fully responsive) - Provide website design (including a main banner and logo design for the site) - Create all image assets for the site such as icons, butttons, banners and logos - Set up the site within Wordpress I have also prepared detailed functional brief for how the site should be built (see attached pdf).
