SMS Text Messages Subscription Packages

Hi, This project involves creating code for a website that is basically a site where users come, enter their information, (name, email and mobile phone number) and they then choose a particular package and at a certain time and date they or whoever they have subscibed to the service begin receiving a series of SMS text messages. I need to be able to accept payment on line as well. I am looking for speed and simpleness for this website. At the moment there are fourteen different packages to choose from or the interested user can choose to answer a few questions and then have a package personalised for him/herself or they can leave personal details in a box and an individual package can be created. The essential thing in this project is to be able to automate the sending of the messages at a certain time and date. This is a simple task for someone who knows what they are doing.
