Modifications for Existing PHP/MySQL Script

I have a database that manages daily notices for a school enviroment and require the following enhancements created: The abillity to make notices content bold, underlined or italic as well as be able to have paragraphs. Currently all line breaks are not stored. This will mean a conversion from plain text to html. A printer friendly view which displays the same as the notice category view but with out the navigation menu etc. This would be accessed from the category view. An additional menu item under "View My Notices" titled "Email Notifications". This will allow the user to select which categories of notices they would like emailed to them. The email should appear similar to the printer friendly view and be HTML based. A script that can be run via cron job will need to be created to generate the emails. Additionally a small bug when selecting a start date which occurs after the end of a notices an error message should be displayed but is not happening. This requires fixing. Any database changes need to be able to be easily applied to an existing live installation.
