develop a URL scraper and backlink analysis tool for results from google

I need a program to be developed that has same functionality as the program found on the following web site. I am assuming that using Google SOAP API Search key, this tool searches the google data centers for the keywords that you specify.? The program should also store the results in mysql in addition to displaying them on the screen. You would need one Google SOAP API Search key OR ?
