small website design and programming

I require a coder to design and upload a small web site. coder must have excellent coding and design skills in CSS, VBSCRIPT and JAVASCRIPT to complete this project. Requirements are a css template, approx 6-8 pages, a javascript navigation bar(easily editable for webmaster),an edit and update facility to dynamically change the content on the pages through a datanase(ACCESS or MySQL). The content on each page will be of similar format and will require similar DB fields(Title, intro & body or PARA1, PARA2, PARA3, per page)Top quality polished and professional design is rrequired for the css template. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Exclusive and complete copyrights to all work purchased.
