58966 php script- fetch/compare data

I need a programmer to create a script. It's purpose would be to first check a web-based database (called ABC) that contains the details of the specific travel bookings I have made for my clients. It would look for the details and price paid. It would then go to a web-based search engine (called CBE) that contains the details for all travel dates, current prices, etc and locate the ones I have booked in ABC. It would be looking to see if the price has been reduced from the price we paid as reflected in ABC. If it sees a reduction, it would generate some kind of email notification. I would want it to run twice a day, every day.
