Perl/Bash script to restart MYSQL server if an PHP script on other server fails a content check

We have a database server. We have two webservers running e107. e107 keeps on locking up with a bizarre error saying that it can't connect to the MySQL server even though queries continue to come from e107 at the DB server. We can't work it out (many bonus points if you can) but for the moment, I need a perl/bash/whatever script that I can run on the DB server with the following specification: -Visit a URL (hosted on webserver) -If connection times out or a certain word is found ("CRITICAL") then -Restart MySQL -Email the administrator This should take someone familiar with perl about 5 minutes.
