I would need to see the full config as well as a network diagram. Would need to begin by verifying the BGP and the LACP config. As well as the intended result from each. Are you pulling a full BGP table ?

Could you please confirm which RouterOS you are running. Are you using PCIe card or CCR router hardware. Could you also confirm what ISP hardware you are connecting to and if there are any other layer 2 devices between Mikrotik and ISP routers. I am working in ISP since last more then 15 year while BGP , OSPF, PBR are the core on which i had worked. BGP configuration on CISCO, Huawei and Mikrotik device and troubleshooting.
