Fast Help required for C++ Small Project using VS2010 today

Hi, This is the next phase of my car parking project. In this project the idea is to computerize car parking system. When a car enters the parking lot, the car owner details are entered and car number plate is scanned and this data is stored in a database and then the owner is charged according to number of hours car parked etc. The scanning of car number plate is done with a freeware software but i need it to be done in next phase and not in this phase. In the previous phase some 2-3 forms were designed but i am not sure how good they were so if required you can change them. In this phase, i need more functionality to be added to project like storing the data into database. This has to be done using C++ with Visual Studio 2010 and i only want work worth 10 hours of your time. I will give you the project documentation and work done so far if you agree to work as per my details and terms for payment.
