This is a wrap. Someone with experience using JavaScript based cross-device application frameworks. Examples being jQuery mobile, or Dojo mobile, among numerous others. The idea is to create a native wrapper application for both IOS and Android. The freelancer would need to create these packages with our branding, and have these wrappers point to a domain where we have our application hosted. Freelancers with node.js based experience are a must. No Apache Cordova experts please. NPM/Node.js based solution experts only.
