Hi, The rest of the requirements is fine, except this one : "Have the ability to create new forms / modify existing forms without having to go through a group of developers" The powerApps or PowerPlatform is not able to fulfill this requirement. You can only do it in Microsoft form. Please consider that if you still want to use PowerPlat Form on this project. Feel free to connect me if you are still interesting with powerplat form.
