Need a Windows Server PDF Editing software. Must be License free software and available to use for commercial use and install on windows server. Must be able to Draw freehand annotations on PDF documents (mouse with desktop - Finger with tablet). Must be able to add, delete, merge pages. Needs to open, save, save as and print and email same as adobe reader functions (can use adobe reader if possible). Must provide all source code, files, images and instructions for installation. We will need to test on Visual Studio prior to acceptance.
