Categorizing files into groups based on column structures

I have four groups of files. Each group has about 360 files. Each file represents information for a given week. Each file has just one big table (tab delimited). Unfortunately, these 360 files in each group may have different table formats (i.e., some tables have extra columns, and some tables have columns in different orders) but we do know there are only 3-4 formats in each group. The program should check each of the new files generated and identify table formats into one of the existing known formats (if new formats are found, the program should identify the new format and assign it a new format ID). These formats will be labeled 1, 2, 3, 4, etc. So we can save the information in a file in the format: filename, formatID as the output. We also need a file that matches formatID with the actual format.
