Links building for SEO/SEM

I have an international hotel / apartments rental web site. I need you to build as many links as possible to point to my site in order to ensure high showing/ranking in Google and other search engines. The links building must be done carefully, so that Google wouldn't penalize my site for using "invalid tricks" to increase the rating. The site address will be provided upon request. Please provide the details of what can you do, and whether the links are permanent or temporary (permanent links preferred).?
