SEO - Page one of Google guaranteed

My requirements are straightforward and simple. Top 10 organic ranking (first page of Google) for both of the following keywords in the locations noted: - Migration Agent Melbourne (for Google Australia (.[login to view URL])) - Investor Visa Australia (for ALL Google Australia (.[login to view URL]), Google US (.com), Google India (.in), Google China/Hong Kong) Top 10 organic rankings must be constant for 30 days across all Google countries. Payment will NOT be released until the end of 30 days of constant page one rankings. My site is already page one on Google for a number of keywords in multiple countries and has lots of quality content and is 'SEO optimised'. I only want off-site SEO however am open to any recommendations for onsite SEO. Timeframe to achieve this is 3 months (as noted above payment will only be made after 30 days from achieving top 10 ranking). ONLY Whitehat SEO with manually created backlinks.
