Business card to be resized in Illustrator + illustrator template to be converted to word document

Hello, I had 2 business card made by a designer in france and the size is not the proper printing size for Canada. I need the card to be resized properly, without the text being affected but just the design around it. I expect the business cards to be resized into two different sizes: 1 - 3.75" by 2.25" 2 - 3.60" by 2.1" Again, I don't want the text font to be changed or resized, but just the size of the card, the background design might be stretched a little bit if necessary. I also have an .ai word template that I want converted into a word doc. The whole thing shouldn't take more than 15min for somebody who knows what he is doing.
