Create a full lottery website

Dear freelancers, i got a request from one of my customers : create a website "keys in hands", with hosting, domain and all website done at the end. so it mean you will have to : -create website & design -host it where you think is good if can or we can take care of that -buy domain name include (if can't we will do it) -if it is in your abilities, SEO the website. if you can"t it's ok we can taking care of it later. -provide an easy to navigate admin area, with easily update text and prizes. -set in credit card payment method, to paypal or another way -create, same the website showed as preview, an easy ticket system for got promotion if buy more ticket, or got special offer website will be in french but i can provide the french content . website info : it willl be about same that website : [login to view URL] chechk that website as we want almost same style in ticketing and system but a whole new pro design a lottery website, will a lot of prizes. will give content and info later, but in the style it must look like same that website, on maybe more design, more pro, with tickets for sale, buying single or by special offer, so website must be easy to manage for add/delete prizes, for update a counter for each ticket sold, how much ticket is still available, create a VIP club, and all ticket must can be easily buy by credit card .( to paypal or another form you like). so it will have around same number of menu and sub menu thant this website. thank you!
