Small graphic/logo modification

Displayed above and attached for work purposes is the graphic I need altered, if possible. I need the graphic changed the following ways: 1) The top triangle made the same distance away from the center circle as the others. 2) The four small triangles made slightly bigger in size. 3) If possible, the graphic to remain a transparent .GIF.
