Why curcuit? A gsm in videomode can take that ball video. Take repers through known distance and they will be shot on gsm. Software on gsm would divide predefined distance to the time and calculate the speed. Of course it is doable with curcuit which would have sensors on these repers, for example optical(LED and photodiode and when ball is going through it interrupts the light), however it is doable with tensosensors ... etc there are many options. Connection to the PC can be through RS232 . My options are limitted to Microchip microcontrollers and MPLAB IDE from Microchip
