Arduino-compatible Program for Interactive Light Panel

I am putting together an interactive light panel. Interactive meaning that when movement is detected by the sensors, the appropriate LEDs will light up. The lights will "follow" the movement. When the object that triggers the sensors moves from one panel to the next, the lights should not just die out, They should blink and slowly fade. This should make it that there is a "light trail" (think of a shooting star). I will be linking my panels to an Arduino (or similar Arduino clone board) and I need someone to write the correct program for me as I still have a few bugs in mine and can't seem to get it to loop properly with the trigger voltages. The program will be short and I need it to be compatible with an Arduino/Gizduino Uno (or Atmega168 and Atmega328). Basically, the triggering input voltage would be 3-5V which should trigger the loop program for the lights to fade in and pulsate. This will loop until the trigger voltage decreases (meaning, the object has moved from the LOS of one sensor to the next panel). When the trigger input voltage drops, the loop run should be blink and fade out (this will loop 3 times). Keep in mind that the program should be compatible with an Arduino/Gizduino Uno (or Atmega168 and Atmega328). I need this program written within a week as much as possible as I am on a very tight schedule.

Hi, I have experience with Arduino boards and I can do this project for you. Please send me detail info for physical characteristics of thelight panel - dimensions, schema of lights (diodes or lamps), distance to lights and speed of the moving object.
